Livelihood Development Program of Hijra Communities

Development program for improving the living standard of Hijra community

Hijra community is a very small portion of the total population of Bangladesh, who are neglected, trampled and mistreated in the society. They are mostly discriminated in grounds of healthcare, safe-home, and education. According to the Department of Social Welfare survey, there are around 9,285 (Nine thousand Two hundred and Eighty five) Hijra in BangladeshIn every step they are being deprived of human right. It has become increasingly important to involve the group, who are the victims of discrimination in the development of the country ensuring their education, rehabilitation, and social security. The government has taken inevitable initiative to materialize “Program for improving the living standard of the Hijra community”.  In the 2015-2016 fiscal years, the rehabilitation program has been extended all over the country.

Aims and Objectives:

  • Scholarship for the Hijra children
  • Training the 18 above people to improve their skill and efficiency for a better living
  • Developing their financial condition and ensuring social security
  • Providing old-age allowance for the 50 and above

In the 2012-2013 fiscal years, around 72,17,000 ( seventy two lakh seventeen thousand) taka allocated for the program and  the rehabilitation program was primarily launched in 7 districts of the country which include Dhaka, Chittagong, Bogra, Dinajpur, Patuakhali, Sylhet and Khulna. Through this development program 135 Hijra student received stipend and 350 Hijras who are 18 above got training to improve their skills. Total beneficiaries were 485 person.

In the 2013-14 fiscal year around 4,07,31,600 (Four crore seven lakh thirty one thousand) taka allocated for the program. In 2013-2014 more 14 districts were included under the development program. Areas include Dhaka, Chittagong, Bogra, Dinajpur, Patuakhali, Sylhet, Khulna, Rajbari, Netrokona, Gazipur, Chadpur, Lakhhipur, Brahmanbaria, Comilla, Jhinaidah, Kushtia, Pirojpur, Jaipurhat, Serajganj, Naogaon and Faridpur. Through these development programs 1071 number of Hijra’s received the old age allowance, 762 students received stipend and were benefited. And about 950 Hijras who are above 18 will be skilled and trained. After training 10 (Ten) Hijras per district got taka 10,000/- (Ten thousand) per head as rehabilitation grant . Total number of  beneficiary 2903 Hijras.

   In the 2014-15 fiscal year around 4,58,72,000 (Four crore fifty eight lakh seventy two thousand) taka allocated for the program. 1300 people  received  the old age allowance, 789 student received education scholarship along with 900 Hijra got training to improve their skills. After training 20 (twenty) Hijras per district got taka 10,0000/- (ten thousand) per head as rehabilitation grant and beneficiaries were 360 people. Total number of beneficiary were 3349 Hijras. 

In the 2015-16 fiscal year around 8,00,00,000 (Eight crore) taka allocated for the program. 2340 people  received  the old age allowance, 1329 student  received education scholarship along with 1500 Hijra  got training to improve their skills. After training 50 (Fifty) Hijras per district got taka 10,0000/- (ten thousand) per head as rehabilitation grant and beneficiaries were 1500 people. Total number of beneficiary were  6669 Hijras. 

In the 2016-17 fiscal year around 9,00,00,000 (Nine crore) taka allocated for the program. 2340 people  received  the old age allowance, 1330 student  received education scholarship along with 1650 Hijra  got training to improve their skills. After training 50 (Fifty) Hijras per district got taka 10,0000/- (ten thousand) per head as rehabilitation grant and beneficiaries were 1650 people. Total number of beneficiary were  6970 Hijras. 

In the 2017-18 fiscal year around 11,35,00,000 (Eleven  crore Thirty five lakh) taka allocated for the program. 2500 people  received  the old age allowance, 1350 student  received education scholarship along with 1900 Hijra  got training to improve their skills. After training 50 (Fifty) Hijras per district got taka 10,0000/- (ten thousand) per head as rehabilitation grant and beneficiaries were 1900 people. Total number of beneficiary were  7650 Hijras. 

In the 2018-19 fiscal year around 11,40,00,000 (Eleven  crore Forty five lakh) taka allocated for the program. 2500 people will receive  the old age allowance, 1350 student  will receive education scholarship along with 1900 Hijra  got training to improve their skills. After training 50 (Fifty) Hijras per district will get taka 10,0000/- (ten thousand) per head as rehabilitation grant and beneficiaries were 1900 people. Total number of beneficiary will be 7650 Hijras. 

In the  2019-20 fiscal year  in order to improve the living standard of these under-privileged minority groups, around  5 crore 56 Lakh  Taka is allocated .In this year 2600 people will receive the old age allowance, 1245 student will receive education scholarship, 1920 hijra will get training to improve their skill and total number of beneficiary will be 5767 hijras.

 

On 11th November 2013, Bangladesh officially recognized hijras, or transgender as a separate gender or the third sex. The measure was aimed at ending their discrimination in all spheres including education, health and housing. The 'policy decision' was approved at Cabinet meeting presided over by Honorable Prime Minister Sheikh Hasina. These individuals suffered from rights denial in their families and society, including civil rights, forcing them to live together in impervious communities. The Ministry of Social Welfare had initiated steps for their social assimilation and has long been demanding their official recognition as a third gender.
